The structuration of globalization

Before elaborating on the four primary forces that have collectively propelled globalization, we need to address the broader agent-structure question. This age-old methodological debate concerns the degree to which sociohistorical developments (like the emergence and expansion of supraterritorial spaces) result from the intentions and choices of actors or from the power of social structures. (For more on this question see Scholte, 1993b: ch 7.) Clearly we need to devise our responses to globalization in the light of our assessment of the respective impacts on the trend of actor initiatives and structural forces.

To put matters simply, the agent-structure debate involves three general contending positions. One of these standpoints, methodological individu- alism, holds that social relations are wholly propelled by the aims and decisions of actors. Those agents might include official institutions, firms, civic organizations, small groups and individuals. From an individualist (or voluntarist) position, globalization has resulted from an accumulation of initiatives taken by persons and associations of their free will.

A second standpoint in the agent-structure debate, methodological structuralism, maintains that social history is wholly determined by deeply embedded organizing principles of social relations. Those configurations might include capitalism (as a production structure), patriarchy (as a gender structure), rationalism (as a knowledge structure), the states-system (as a governance structure), nationalism (as a community structure) and so on. From a structuralist (or determinist) position, globalization has resulted from structural forces over which actor intentions and decisions have no autonomous influence.
